Foreign Nurses Working in Japan: Assessments of the EPA Program (ed. The book’s editors say there is insufficient research on foreign nurses and careworkers who came to Japan under economic partnership agreements (EPAs). Pointing out that the people “should not be seen merely as a ‘labor force’ and a barter for Japanese cars and liquefied natural gas,” they engaged in comprehensive research on the topic. More than one-third of the foreign nurses had already returned to their home countries, not only because of the language barrier, but also because it was difficult for them to switch to jobs at other facilities and to have their families accompany them. The problems faced by foreign nurses “are the problems of Japanese society.”
