The University of Shizuoka recently held an online lecture event to discuss foreign nurse candidates from Vietnam, the Philippines, and Indonesia in Japan under economic partnership agreements (EPAs). Michiyo Yoneno-Reyes, a professor of cultural anthropology at the university, and others explained the current situation and issues, amongst other topics.

Yuko Hirano, a professor of healthcare sociology at Nagasaki University, pointed out that while the candidates are generally satisfied with their training in Japan, “even if they pass the Japanese national examination and gain experience, in their home countries they may not be able to work as nurses without the necessary qualifications.” Hirano stressed the need to give consideration to returnees’ career paths by, for example, having training in Japan be recognized as credits in the sending country.

Professor Yoneno-Reyes explained that there is a move to improve the working conditions of and benefits for medical personnel in the Philippines, which is facing a shortage due to the coronavirus, and that “nurses are needed in many places” in the country, “and this may affect applications for training in Japan.”

The event was held to commemorate the thirtieth anniversary of the university’s Graduate School of International Relations.
